The lights and shadows of "Nano 3"

Is it possible, just as with anything else, for a government cabinet to be deciphered, named and proclaimed according to its essential qualities? Is it possible to name the Albanian government that emerged yesterday from Parliament’s vote with 29 shining fragments, (plus the deputies and...) who will meet tomorrow in the prime minister’s presidency? So how should we call the government "Nano 3"? Instead of attaching a nickname to it, let us mention in parentheses a few parameters, which in any case may form the picture of the government’s future. Nano was appointed yesterday by President Rexhep Meidani and the cabinet bears the name of its own prime minister. But the new government has one novelty, something that can be summed up even in its name? Or where should the traits of today’s government be sought?
It is no longer Nano’s government there are no longer other virtual politicians with high potential and capable of leading the country. It is no longer a government of expertise with an economic emphasis as three years ago and before Fatos Nano himself. Perhaps the Albanian government that emerged from the July 24 vote is not a government of more or less cool heads, a government of technicians, a government of rational conformism, a government of the imposed mission such as Ylli Bufi’s cabinet[?], the government of Bashkim Fino and the cabinet of Mërqi[?] (respected for their nature). The government "Nano 3", which will be put to work starting today, is likely to be a cabinet with many traits. Nano is appearing with an extremely motivated government, which must have a certain visionary thread, not only to get things done without the anxiety of vacancy, but also, on the other hand, not to lose sight of the reality that the SP holds[?] a demarcation with the right for a very well-known reason. If the new government today is faced with the mission of restoring order and calm, it will not only be classified as "primary" in this respect but, on the other hand, reality is that the SP holds[?] a demarcation with the right for a very well-known reason. Nano 3, which will begin work as of today, has before it a burden that is both heavy and clear. Perhaps two burdens above all the others: restoring order and bringing the economy back into full operation in the next 3-4 months. In the first case, the government is favored by this. It is a cabinet of political people, with a political majority behind it, with recent and close governing experience. Still, it will be put to the test in the streets and in the villages. The anti-political elements of the uprising are colliding with the government in their own way. The new paradox of the Albanian government may be resolved in terms of order on the basis of local government with a strategy within a set time frame. Such a government may in this respect even stand above the socialist spectrum, being a cabinet of position and not merely an electoral cabinet. If the government succeeds in the first 100 days, it will do so through such a method.
The other side of the coin remains. Everything must be revitalized. If not implemented properly, the government must be able to face fiscal decline, the hole in public finances, social insecurity and the deficit[?] in the administration. In 1997 this new government must pull 12,000 Albanian businesses out of stagnation, businesses which have been blocked and motionless for nearly five months. This is not only the job of an opposition but of all those who bear responsibility for the state.
Nano has come out of a rare experience in this case. He has had the burden of being both party leader at the same time and also having public primacy as the author of the cabinet. Usually in politics such a burden has turned out to be to one’s disadvantage. Even so, this moment will concretely be the beginning of Nano’s political ability to be demonstrated with such a cabinet. If he demonstrates this through the cabinet, then he will be able to be stronger as prime minister and clearer as a party leader. The Nano of today must use this opportunity for the benefit of the government. How far he succeeds will depend on his cabinet. Perhaps the government that emerged yesterday is the first that begins to be shaped under these conditions. Nano 3 has its first mission: order. But it also has a second mission, to convince Albanians that with the new government a new period of the state begins. That is also its first test.
